1.10.3.1 When the Licensee Had No Children in Care During Two Probationary Periods

If no children were in care during the first and second probationary licensing periods, regardless of whether or not the center was operating in substantial compliance with applicable rules when open during the first or second probationary periods, the licensee’s request for a regular license should be denied. Alternatively, the licensee should be given the option of withdrawing his/her regular license request.
