Child Care Licensing Procedure Manual
For some administrative rules, there are one or more sub-level rules identified as relevant to meeting the overall high-level rule. The high-level rule speaks to the overall requirement while the sub-level rules speak to the specific components that must be met to meet the high-level rule requirement. When there is a violation of one or more sub-level rules, the sub-level rule(s) in violation are marked unmet but the overall high-level rule is left blank for that visit. Once all sub-level rules related to the high-level rule are verified met on a subsequent visit, the overall high-level rule can then be marked met. For example, during a monitoring visit, Wis. Admin. Code § DCF 251.07(3)(a)1, 2 and 3 were all in compliance at the visit. However, Wis. Admin. Code § DCF 251.07(3)(a)4 - Indoor/outdoor play equipment shall be placed over an energy absorbing surface, was not in compliance. Therefore, the high-level rule Wis. Admin. Code § DCF 251.07(3)(a) – Indoor and outdoor play equipment shall be safe, is left blank until all four sub-level rules are met.
