Child Care Licensing Procedure Manual
Information entered into the comments fields in the Wisconsin Child Care Regulatory System (WISCCRS) database can provide valuable documentation and reminders for Bureau of Early Care Regulation (BECR) staff and other partner agency staff regarding child care providers. Information on unregulated child care programs that have been investigated by BECR is also recorded and stored in the WISCCRS database.
Because of Wisconsin’s strict open records statute, licensing staff must remain mindful that all written comments and statements entered into the file of a licensed, certified, license exempt, or unregulated child care provider can be made public. All information contained in the WISCCRS electronic file, as well as documentation retained by licensing staff in hard copy, is subject to open records requests and must be made available in discovery requests resulting from appeals of contested enforcement actions. Licensing staff should record information and comments in WISCCRS with the understanding that anyone may be able to view the information and that the information will be retained for a period of 6 – 10 years, in accordance with BECR’s Records Retention/Disposition Authorization (RDA).
