Child Care Licensing Procedure Manual
When there is a high volume of no access visits in a BECR region, the licensing manager may implement an alternate procedure for addressing follow up to no access visits.
The alternate no access visit procedure provides for the licensing specialist to make two attempts to gain access to monitor a center. When the licensing specialist fails to gain entry after two attempts, the licensing specialist must use the standardized format on the BECR Intranet labeled ‘Warning Letter-Entrance - for SERO use only’ to address no access visits at a licensed center. This warning letter is issued with a Noncompliance Statement and Correction Plan (CFS -294) which includes an imposed plan of correction. The imposed plan of correction requires that the licensee provide a written 8-week schedule identifying the dates and times children will be in care. This schedule enables the licensing specialist to schedule a visit to the center when the licensee has indicated that the center will be open and child in care can be observed. Depending on the licensee’s response to issuance of the imposed plan of correction, the licensing specialist follows a series of compliance action steps outlined in the flow chart in section 7.2.
