Child Care Licensing Procedure Manual
Programs are assigned to this plan only during the initial and second probationary periods. The program is assigned to the Probationary License Plan at the time of the last on-site visit when it is known that the probationary license is going to be issued. During the probationary licensing period, all programs must receive one on-site visit during the first three months of the probationary period and a second on-site visit during the last three months of the probationary period. The licensing specialist should attempt to make additional visits, as time permits, to determine compliance with all applicable administrative code items.
Day camps are assigned to the Probationary License Plan for a one-year period. A minimum of two on-site visits to assure all rules are met must be completed within the one-year probationary period. Because day camp programs tend to be operational only during the summer months, these visits during the probationary period occur within that 3-4 month operational period. The regular license (or second probationary license) is issued one year later and the monitoring plan is reassigned at that time, at the beginning of the next day camp licensing period.
Note: When there is a change in the child care center location or corporate status, a new probationary license is issued for the new location or new corporate status. This will result in the reassignment of the licensee to the Probationary License monitoring plan. However, the licensing specialist has the discretion to assign the licensee to a regular monitoring plan when this occurs. This decision is based on the licensing specialist’s experience with the licensee, including monitoring and compliance experience, and length of time the licensee held the previous license.
