Child Care Licensing Procedure Manual
The licensing specialist may record the results of the initial on-site licensing study visit(s) made prior to issuance of the probationary license in one of the following two ways:
If the licensing specialist uses the mobile app. to record visit results prior to issuance of a probationary license, rules may be checked as “Met” or left blank if the rule is not met at the time of the visit. “Unmet” may not be checked in the mobile app. prior to issuance of the probationary license. The licensing specialist flags each unmet rule that has been left blank to track those rules that still need to be verified as met at subsequent visits and may include additional information on the unmet rule in the Internal Comments field of the mobile app.
The licensing specialist may prefer to complete a paper copy of the checklist prior to issuance of a probationary license to indicate rules that are met, unmet or not applicable, using the applicant’s completed copy of the Initial Licensing Checklist. If the paper copy is used, “unmet” may be checked.
In either case, the licensing specialist should provide the applicant with a document (e.g., screenshot, notes, copy of the paper checklist) indicating those rules that s/he will need to meet prior to licensure. This should be shared with the applicant either on the day of the visit or within 10 business days of the visit. If the probationary license will be denied due to the applicant’s failure to meet the minimum requirements for licensure, the licensing specialist will provide this documentation to the applicant along with the denial letter.
