Child Care Licensing Procedure Manual
The licensing specialist determines which upcoming visits need to be prioritized and in what order the visits will be completed. The upcoming visits can be organized on the dashboard in the mobile app. There are several considerations that go into prioritizing which visits will be made within the coming days, weeks, and month. These considerations in establishing time frames for completing a visit include the following:
Whether the licensing specialist has been alerted to the need for an investigation of a complaint that requires immediate attention (alleged against a licensed or unlicensed center) or a report of a serious incident/accident that requires an immediate response no later than the next day after the regional office receives the information;
Whether there are facilities in the licensing specialist’s caseload that are overdue for a visit;
Whether there are facilities in the Probationary License Plan that require a visit in the first three months and last three months of the six-month probationary period;
Whether a routine visit is due for facilities assigned to the Maximum Monitoring Plan (highest priority), Moderate Monitoring Plan (medium priority) and Minimum Monitoring Plan (lowest priority);
Whether all child care administrative rules contained in the Annual Health and Safety Rule Tag have been reviewed for compliance during the current calendar year. (See Section 5 Ongoing Monitoring - Facilities with Regular, Non-Expiring Licenses.);
Whether the licensing specialist is assigned to investigate a complaint that does not require immediate attention, but will require an on-site visit within 10 business days of complaint intake;
Whether the licensing specialist is assigned to investigate an incident or accident that does not require immediate attention, but will require an on-site visit;
Whether the licensing specialist is assigned to investigate an allegation that a provider is operating without a license.
Whether the licensee needs to make an on-site visit to review a facility with a pending application.
Where the licensing specialist will be conducting monitoring visits and whether more than one visit can be conducted on the same day in the same geographical area.
