The iPad-based Licensor Checklist Mobile Application (mobile app.) allows the licensing specialist to organize and display upcoming visits, access, and review all available child care center background information while making an on-site visit to a center, and electronically document visit results and comments. From the iPad, information collected at the visit synchronizes directly into WISCCRS, the database that stores child care compliance information and serves as the electronic facility file. When an issue date is entered in WISCCRS by the licensing specialist, the visit results are then transferred to the Regulated Child Care and YoungStar Public Search website the following day.
When the licensing specialist logs into the mobile app., the first screen that appears is the dashboard showing the list of assigned facilities with a calculated visit due date within the upcoming 30 days. S/he also can review all facilities in his/her caseload to prioritize and plan the upcoming visits. The licensing specialist can add a facility to the dashboard, for example, if the facility requires an upcoming visit following complaint allegations.
Using the mobile app. at a visit, the licensing specialist makes electronic entries to record child care center rules that are met, unmet or not applicable to the center, along with comments detailing the licensing specialist’s observations and notes. When a rule is not met, the specific rule violation information entered by the licensing specialist in the External Comments field in the mobile app. is the documentation that will appear on the CFS-294, in the column labeled Rule/Statute Number - Noncompliance Statement. This same information will also be posted on the Regulated Child Care and YoungStar public search website. The licensing specialist may also record comments in the Internal Comments field, but comments entered here are for the licensing specialist’s use only and will not appear on the CFS-294.
At the conclusion of each monitoring visit, the licensing specialist reviews and clarifies the results of the visit with the child care licensee (or designee) at an exit interview, confirming the violations that will be cited. The mobile app. provides data on the number and type of rules reviewed and the number of rules met at the time of the visit, which may also be shared with the licensee.
