9. Delivering the Stipulation to the Applicant/Licensee

The stipulation may be sent to the applicant/licensee by certified, regular or electronic mail or hand delivered. If the stipulation must be signed and returned to BECR within a given number of days in order for the stipulation to be effective, the licensing specialist should send it certified mail or hand deliver and document the date of the delivery. When hand delivering the stipulation, it is advisable to have the licensee sign a Delivery of Document Receipt. A standardized format for this receipt is available on the BECR Intranet.

If the licensee refuses the hand delivery, the licensing specialist can assume that the applicant/licensee will not agree to BECR-imposed terms and conditions, and should consult with the licensing manager/licensing supervisor on proceeding to an enforcement action, such as license denial or revocation.
