A stipulation is not an enforcement authorized in statute and administrative rule. However, a stipulation that settles an enforcement appeal is the result of, and connected to that enforcement action. A stipulation to settle a contested enforcement action is therefore entered into WISCCRS in the enforcement module (as a decision to the related enforcement), as well as entered as a condition.
Entry of this type of enforcement in these two places in WISCCRS assures the following:
The stipulation is included as part of the enforcement record in WISCCRS, and
It is displayed in the Regulation Details portion of the public search website, as a result/decision to the enforcement action that precipitated it. It remains there for three years following the enforcement mailing date, and
It is identified on the license certificate as long as the condition(s) remains in effect during the licensing period, and is re-entered after each license renewal.
It is identified in the Condition Details portion of the public search website, which will indicate that a stipulation is posted, with the begin date. This identification remains on the public search website for the entire time period that the stipulation is in effect, as long as no end date is entered WISCCRS.
