When executing a Family Child Care/Foster Care Stipulation, it is important to inform the licensee that the stipulation will be identified on the child care license and also on the Regulated Child Care and YoungStar Public Search website. Although identification of a foster care provider is considered public information, a court order or some other type of limitation may be in place to ensure that the identity of a particular foster care provider is kept confidential for the protection of the child. The licensee must agree that it is permissible to identify the stipulation on the public website, or else show evidence of a court order or other official documentation indicating the need for confidentiality. Upon review of this documentation, the licensing specialist includes a provision in the stipulation agreement stating that it will not be publicly posted.
If it is determined that the Family Child Care/Foster Care Stipulation cannot be identified and posted on the public website, the value “Stipulation” is picked from the drop down options under License Conditions in WISCCRS but the 'Print on Certificate' box is not checked. Begin date is entered and the name of the stipulation is entered into the comments field. The stipulation will not be noted on the license, posted at the center, or identified on the public search website.
