Child Care Licensing Procedure Manual
The authority to execute a stipulation is provided under Chapter 48, and applicable Wisconsin Administrative Code, which directs BECR to license, inspect and regulate child care licensees to ensure compliance with the applicable statute and rule. Wis. Stat. ยง 48.68(1) states that BECR shall investigate to determine whether a licensee meets minimum requirements for a license and may consider any action that constitutes substantial failure by the licensee to protect and promote the health, safety, and welfare of a child.
