1.4.1 Procedure for Issuing a License Revocation for Wisconsin Shares Termination

Once BECR is made aware of BCCSA’s notice of Payment Refusal and Revoking of Child Care Authorizations within the Wisconsin Shares Program, BECR issues a Notice of Revocation to the licensee and attaches a CFS-294 citing violations of the relevant child care administrative rules. The licensing specialist must seek approval from the licensing manager/licensing supervisor prior to drafting a license revocation predicated on BCCSA’s Payment Refusal and Revocation of Child Care Authorizations.

The BCCSA action to terminate Wisconsin Shares participation is effective immediately upon written notice to the licensee, unless the licensee appeals the Wisconsin Shares termination to the Division of Hearings and Appeals. If appealed, the licensee may continue to operate during appeal proceedings. However, BECR’s issuance of a license revocation that is based on BCCSA’s termination is not delayed pending the outcome of BCCSA’s appeal, if such an appeal is filed. If the licensee appeals both the BCCSA action and the BECR revocation, OLC will arrange to have both matters heard at the same DHA hearing.
