2.1.1 Severity of the Violation

Severity refers to whether there was a direct threat to the health, safety, and welfare of a child, ranging from no harm but the potential for harm, to actual, serious harm to a child. Severity also includes consideration of the extent that the administrative rules were violated, such as number of children affected, number of staff involved, number of hours, days, months that the violation was occurring, etc.
