Child Care Licensing Procedure Manual
DWD has an electronic interface with WISCCRS that provides information on child care license applicants and licensees who are determined liable for delinquent UI contributions and who are subsequently determined nondelinquent. The BECR Central Office Operations Program Associate (OPA) is the primary person responsible for accessing DWD UI delinquency documents twice per week, and sharing the delinquency and nondelinquency certificates with the appropriate BECR regional offices. The SERO Office Manager serves as a back-up when the OPA is out of the office.
The OPA accesses the DWD secure folder every Tuesday and Thursday to retrieve any UI delinquency and nondelinquency certificates that may impact child care licensure. The OPA moves these documents to the DCF “S” drive, at S:/DECE/BECR/All Staff/DWD. It may be necessary to access and retrieve certificates on other days of the week as well, depending on business needs.
Once the OPA moves the documents to the “S” drive and into the DWD folder, the OPA renames each DWD document with the following identifiers: “(facility ID) (region) (nondelinquency or delinquency).” The OPA also queries WISCCRS to locate and identify the facility ID number.
Each regional office has a folder located in S:/DECE/BECR/All Staff/DWD. Within each regional office folder, there are two subfolders labeled “Cleared” and “Delinquent”. Once the DWD document is renamed by the OPA, the OPA moves it into the appropriate regional offices subfolder.
The OPA sends an email to all regional office managers to notify them each time UI delinquency or nondelinquency certificates have been distributed to the regional office folders. All office managers are notified when the transfer has been completed, even regional offices that do not have new delinquency or nondelinquency certificates.
The regional office manager checks the region’s folder on the “S” drive upon receipt of the email from the OPA indicating that DWD delinquency and nondelinquency certificates have been moved to the regional folders. When there are delinquent UI contribution certificates for applicants/licensees in the region, the regional office manager informs the licensing manager/licensing supervisor and the licensing specialist assigned to the center.
If a delinquency certificate is received for a facility that is no longer licensed, the OPA emails the DWD agent directly regarding the closure and copies the regional office manager on the email. The regional office manager does not need to take further action. If a nondelinquency certificate is received for a facility that is no longer licensed, the OPA emails the regional office manager who will determine next steps.
