State-level aggregate reporting on serious injuries and deaths is required by the federal Office of Child Care (OCC), pursuant to the provisions of the Child Care and Development Block Grant of 2014 (CCDBG). All state agencies receiving CCDBG funding, including the Wisconsin DCF, are responsible for submitting required information annually on serious incidents and fatalities occurring in licensed and certified child care. For purposes of meeting this requirement, a serious injury is defined as an injury identified with a tag indicating “needing medical attention” in WISCCRS. The total number of events with this indicator tag is reported to OCC each year. For fatality reporting, BECR is required to report deaths that occurred in those child care centers that are also participating in YoungStar.
