5.4.3 Determining the Best Time to Gather Information

The licensing specialist must consider the best time to gather information based on the type and specifics of the complaint. An unannounced site visit to make observations is frequently best done at the same time as the alleged violation occurred if the time of day was a factor. For example, a complaint regarding shortage of staff during early morning hours or too many children during lunchtime offers an obvious guideline for when to visit. When planning interviews with staff, the licensing specialist must be aware of staff ratios and not put the center out of compliance during the interview. Nap time can be an excellent time to speak with staff and/or a licensee. The licensing specialist should be prepared to make more than one visit.
