Child Care Licensing Procedure Manual
The licensing specialist must critically review and fully understand each rule cite associated with each alleged noncompliance(s). If necessary, this could include reading through the appropriate commentary manual and any other policy directives or documents related to the licensing rule(s) that have potentially been violated. Any questions regarding interpretation should be discussed with the licensing manager/licensing supervisor prior to beginning the investigation. The licensing specialist must have a clear sense of what does and does not constitute a violation in order to determine whether or not an actual noncompliance has occurred.
