Wisconsin Department of Children and Families - Division of Early Care and Education
Bureau of Early Care Regulation
Child Care Licensing Procedure Manual
If an intake staff person, rather than a licensing specialist, receives the complaint, the intake staff person must make a preliminary assessment of the potential risk the complaint poses. If the allegation(s) suggests imminent danger to the health, safety and welfare of children in care, the intake staff person must immediately notify the licensing manager/licensing supervisor and appropriate licensing specialist, if available, of the complaint. The licensing manager/licensing supervisor will determine next steps and, if appropriate, will alert the bureau director of the situation. If the licensing manager/licensing supervisor is unavailable, the complaint must be taken to another regional manager or to the BECR director. If there is any doubt about the risk posed, the complaint intake person should immediately discuss the situation with the licensing manager/licensing supervisor or a licensing specialist. Whenever the staff person receiving the complaint finds imminent danger exists, s/he must check the box titled “Requires immediate attention” on the CFS-321.
