The licensing specialist must notify the program associate if, after consultation with the licensing manager/licensing supervisor, the licensing specialist determines that a regular, non-expiring license should not be issued. Otherwise, if the regular, non-expiring license should be issued, the program associate sends the WISCCRS-generated continuation packet to the licensee sixty days before the expiration of the probationary period. The continuation packet is sent out on the 25th of the month via regular mail so that the providers have two full months to return their materials before their probationary license expiration date. The continuation materials and applicable fee must be returned 30 days prior to the expiration date of the probationary license. A list of the materials contained in the continuation packet is available on the BECR Intranet. The licensee is not required to submit a completed policy checklist unless there are changes to the policies.
Once the application for the regular non-expiring license is returned to the BECR regional office with the appropriate licensing fee, the regional program associate reviews all application materials and identifies missing items that must still be submitted, if necessary. Parts of this review may also be conducted by the assigned licensing specialist. If all materials are not submitted, the program associate completes and sends the Missing Application Items Notification to the applicant. This standardized format, available on the BECR Intranet, identifies the items not yet received by the BECR regional office. The program associate or licensing specialist may also contact the applicant directly regarding missing items.
When all necessary materials have been received and the application is complete, the program associate uploads them into WISCCRS and notifies the licensing specialist that the materials are available for review. If the licensee is found to be in substantial compliance with licensing requirements, has submitted all required documents and has paid the appropriate fee, in accordance with Wis. Stat. ยง 48.66(1), the program associate issues the first regular, non-expiring license in WISCCRS before the end of the probationary period and sends the WISCCRS-generated letter of transmittal (LOT) and non-expiring license certificate to the licensee. Although regular licenses are non-expiring, they must be reviewed for continuation every two years.
The licensing specialist assigns the program to the appropriate monitoring plan in WISCCRS when the first regular, non-expiring license is issued. Regular monitoring is thereafter carried out according to monitoring activity standards.
