Child Care Licensing Procedure Manual
Wis. Admin. Code § DCF 251.11(1)(h) provides that BECR may not process an application for a license if the applicant has had a license to operate a child care center revoked or denied within the previous two years. Such an applicant is deemed ineligible to submit an application for a license. If an applicant submits an application and/or fees to open a child care center within two years of a revocation or denial, a letter is mailed to the applicant indicating that the applicant is ineligible to apply. The mailing will include the application for licensure marked “not eligible” and all materials and fees that were submitted with the application. The standardized format for the letter indicating the applicant is ineligible to apply for a license is titled Return of Application Materials and Refusal to Process and Appeal Process, located on the BECR Intranet.
Copies of the application and related documentation are filed and accessed in the event that the refusal to process the application is appealed by the applicant.
