Child Care Licensing Procedure Manual
DCF 250.11(2)(g) and DCF 251.11(1)(h), Wisconsin Administrative Code, provides that BECR may not process an application for a license if the applicant has had a license or certification to operate a child care center revoked or denied within the previous two years. Such an applicant is deemed ineligible to apply for a license.
If an applicant applies for a license and/or fees to open a child care facility within two years of a revocation or denial, a letter is mailed to the applicant indicating that the applicant is ineligible to apply. The mailing will include the application for licensure marked “not eligible” and all materials and fees that were submitted with the application.
Copies of the application and related documentation should be made and filed with other closed facility files to be used in the event that the refusal to process the application is appealed by the applicant.
The standard format for the letter indicating the applicant is ineligible to apply for a license is available on BECR Intranet.
