If there are any applicable rules that have not been met at the conclusion of the initial and second on-site licensing study visits, the licensing specialist should discuss the results of the first two (2) on-site visits with the licensing manager/licensing supervisor to determine whether to deny the probationary license or conduct a third on-site visit. If it seems likely that the applicant will meet all applicable rules for probationary licensure, a third visit may be permitted by the licensing manager/licensing supervisor, but no more than three licensing study visits should be made for this purpose.
The licensing specialist must consult with the licensing manager/supervisor prior to denying the application for probationary licensure for failure to meet minimum licensing requirements. In this case, it is not necessary to seek approval of the denial from the BECR director. If the decision is made to deny the application, the standardized format letter Notice of Denial – FCC Checklist Issues, found on the BECR Intranet, is completed by the licensing specialist, signed by the licensing manager and sent to the applicant. A copy of the Initial Licensing Checklist or other documentation indicating those rules verified as not met is attached to the denial notice.
