The results on the IBIS letter will indicate that an individual has completed a rehabilitation review, but will not provide the results of the review. When an individual is granted rehabilitation review approval, the person receives a letter stating the results and conditions of the approval. The CBU must review the letter and may obtain details about the approval from the agency that granted the approval, from either the DHS Office of Legal Counsel or DCF Office of Legal Counsel. The approval must be carefully reviewed to ensure that it applies to child care entities and that the approval is not merely employment or regulatory approval for other types of licenses or certificates, such as foster care. If rehabilitation review approval for the specific program is not verified, the bar continues to apply. If rehabilitation review has been granted, the CBU should also ensure that there have not been any subsequent offenses that create a bar or substantial relationship.
