5.4.3 When an Individual Receives a Governors Pardon for a Barred Offense Conviction

A pardon in Wisconsin restores a person’s civil rights, including the right to hold office, possess firearms, and to hold certain licenses.

The Governor may grant either a full pardon or a conditional pardon. A full pardon restores all of an individual’s rights, while a conditional pardon may impose restrictions on a pardoned individual, or restore only some but not all of a person’s rights. If there are no restrictions that impact the ability to work in or operate a childcare center, the individual would be eligible.
