Child Care Background Check Procedures
FBI guidelines prohibit dissemination of FBI criminal history data outside the agency or entity that has been authorized by the FBI. When the CBU sends paper files containing FBI criminal history to a central records center, the FBI criminal records must be removed first and shredded, or the FBI record must be retained on site at the CBU. Access to FBI criminal records by authorized agencies is subject to cancellation if dissemination occurs outside of the receiving agency. Any paper copy results of the FBI check should be uploaded to WISCCRS prior to purging and must be uploaded using the Confidential Documents link under the individual’s name. The electronic records received via the interface are available in WISCCRS but only viewable to DCF BECR staff.
Prior to October 1, 2018, certification agencies conducted FBI fingerprint checks and were restricted from disseminating FBI records. For FBI records obtained prior to October 1, 2018, certification agencies should follow procedures mentioned above related to records storage or purging of records.
