Child Care Background Check Procedures
A check of the DOJ criminal history record automatically triggers a search of other non-criminal records through a data interface between DOJ, DCF, the Department of Health Services (DHS) and the Department of Safety and Professional Services (DSPS). This interface is called the Integrated Background Information System or IBIS.
A denial or revocation identified on the IBIS letter means the individual committed an offense that created a bar to regulatory approval, household member residency or employment. That bar may have been lifted through rehabilitation review approval or may have been coded incorrectly in the past by a certification worker. The CBU must make a reasonable effort to obtain additional information about any denial or revocation reported on the IBIS letter.
