There are three levels of criminal history records:
Local – A criminal history is established by the local law enforcement agency (police or sheriff’s department) when an individual is arrested, booked or issued a citation.
State central repository – In Wisconsin, the state repository is the Criminal Information Bureau (CIB). The CIB only establishes a criminal record for someone when fingerprints are provided and submitted to the CIB from a local law enforcement agency.
Federal Bureau of Investigation (FBI) – Information in the FBI database is established only if fingerprints were submitted by the contributing states.
