Child Care Background Check Procedures

 

 

 

2.12.1 When a Household Member or Employee Returns to the Child Care Center in Less Than 180 Days

It is important that individuals are moved from “prospective” to “current” or “not hired” status once the provider receives the individual’s background check eligibility results.  It is also important that individuals are promptly inactivated if they are no longer associated with a program. When an employee leaves a child care program or a household member moves out of the facility and a residency or employment end date has been entered in WISCCRS by the CBU, BECR staff or a certification worker (or the provider in the CCPP), the individual is no longer considered active in the program location and is no longer displayed in the Individuals module. By checking the small box at the bottom of the Individuals page labeled “Show individuals no longer at this location” the system will display inactivated individuals with a red X next to their name.

If the individual returns to the child care facility within 180 days, the individual is not required to complete and submit another Background Check Request form; however, the form should be updated if needed. It is the responsibility of the individual to resubmit/update a Background Check Request form if they need to self-disclose something new when they return to a child care program. If the gap in residency or employment has not exceeded 180 days and there are no new disclosures submitted on the Background Check Request form, the individual is not required to complete another fingerprint background check and eligibility will continue.

Once the residency or employment end date has been entered, the individual’s WISCCRS record is considered closed. If the individual returns to the child care facility, the WISCCRS or CCPP user will need to add the returning individual by clicking on the “add new individual” link in the Individuals module. By entering the individual’s first and last name, gender and date of birth, the system will provide possible matches that may be selected. Once the individual is selected, the WISCCRS or CCPP user may update individual/residency/employment details as needed, including the employment/residence begin date and their employment residency status.

Note that if the residency or employment end date has been entered in error, the date cannot be modified or deleted by a certifier or licensor. CBU staff has privilege to delete the date if an error has occurred. If the date was not entered in error and the individual is simply returning to the program, the procedure outlined above is followed.

The preferred method for licensees or certified operators to submit or update a Background Check Request form is for the licensee, operator or other designated individual to do so through the CCPP. The provider may update the returning individual’s information in CCPP in a similar way as described above.
