1.12 Application Fit Determination

The CBU makes a fit determination according to the background check results and enters the date of the fit determination into WISCCRS in the Date Applicant Determined Fit or Unfit field when the background check is complete. Application Decision Date is the date certification workers will now use to enter their “fit” determinations under Wis. Admin. Code § DCF 202.04(3)(e).

Some convictions not on the Barred Offenses Table may be considered when making fit determinations for licensure or certification under Wis. Admin. Code §§DCF 202, DCF 250, DCF 251 and DCF 252. When there are convictions not included on the Barred Offenses Table, the certification agency or BECR regional licensing staff reviews the overall history of civil or criminal violations or other offenses related to the care of children to make a determination as to whether the person to be licensed or certified is a responsible, mature individual who is fit and qualified for licensure or certification. Fit determinations under Wis. Admin. Code § DCF 202 are made by certification workers, who will use the application decision date field in WISCCRS to enter their own “fit” determinations. Fit determinations under Wis. Admin. Code §§ DCF 250, DCF 251 and DCF 252 are made by BECR regional licensing staff, in consultation with the BECR licensing chief/licensing supervisor. BECR licensing staff also use the Application Decision Date field in WISCCR to enter their own “fit” determinations.
