Child Care Certification Policy Manual
The notice of revocation shall be uploaded into WISCCRS in the Enforcements Module (effective August 2014). If the notice contains confidential information (i.e. identifies juveniles, includes mental health, AODA information) the notice shall be uploaded into the confidential documents module. See WISCCRS User Guide – Documents for instructions. Take care to code the revocation accurately in WISCCRS. See the WISCCRS User Guide – and the Enforcements User Guide.
If the revocation is due to the Background Check Law and the applicant’s background check the appropriate category status choices in WISCCRS include:
Revocation – 5-year Bar
Revocation – Bar Rehabilitation Review
Revocation – DCF 13 – Subst Related*
Revocation – DCF 13 – Other
Revocation – Permanent Bar
Revocation – Permanent Bar Provider
If certification is revoked due to one of the barred offenses for the applicant/operator, the information will become part of future background check results. The revocation will be displayed on the DHS (IBIS) letter if a background check is conducted on the applicant/operator in the future.
If the revocation is due to the Background Check Law and a household member’s or other individual's background check the appropriate category status choice would be ‘DCF 13 – other”, this way the Background Check Law related sanction will not appear on the IBIS for the applicant/operator in the future.
Certification workers use the Enforcements Module in WISCCRS to document details regarding the revocation. The Enforcements Module enables certification workers to document the following:
The enforcement action
Date notice of the enforcement action was mailed to operator
Who the enforcement action pertains to (i.e. operator, household member, employee when sanction is related to Background Check Law)
The reason (“tag”) for the enforcement
Appeal request, hearing date and decision
Related enforcements
Enforcements tied to a complaint investigation
Although the Enforcements Module documents the enforcement details, the certification worker must also modify the category status accordingly on the Categories screen in WISCCRS in order to end the certification and end Wisconsin Shares authorizations/stop payments.
See Section 6.1 regarding release of information when a potential employer calls the certification agency to inquire about the IBIS results. Uploading the sanction letter in WISCCRS is critical to ensure the applicant / operator’s record will indicate whether the denial (as indicated in IBIS) is due to the applicant/operator.
Note: A noncompliance statement (DCF-F-CFS294) is not issued when denying or revoking an application for certification. See the Certification SharePoint site for guidance in documenting certification compliance / noncompliance.
