2.3 - Incomplete Certification Application

It is not a denial of certification when the application for child care certification is not processed because the applicant fails to submit complete application materials (including required fees). In such cases, the certification worker may choose the application decision status in WISCCRS “Incomplete”. This decision is not a “denial” and therefore, not appealable. See WISCCRS User Guide – Creating New Providers section regarding decisions.

 

If a new applicant fails to complete the new / initial site visit requirement (i.e. never scheduling the initial visit, canceling scheduled initial visits or not being home for scheduled visit) a determination regarding the application cannot be made and the application may be closed out (vs. denied) as ‘Incomplete’. A denial requires a satisfactory investigation and determination regarding the applicant. In order to conduct the investigation and make a determination the site visit would need to have taken place. In cases where the initial visit is never conducted, due to the applicant’s failure to complete the process in time frame given by the agency the application decision can be coded in WISCCRS as ‘Incomplete’.
