Child Care Certification Policy Manual
When an operator appeals a revocation the certification worker must change the status in WISCCRS to “Revocation Appealed”.
If the operator has appealed a revocation the certification worker must also extend the category End Date to the original expiration date when the certificate was approved. See the WISCCRS User Guide –Changes for information regarding changes to the category status and end dates for appealed revocations.
Additionally, the certification worker must notify the department of the request to appeal the revocation. Once the department is notified, the operator’s YoungStar status will be changed to 1-Star (stopping subsidy payments). The certification worker must then notify the department when the appeal decision is filed.

Certification agencies do not need to inform the department when an applicant / operator appeals a suspension or denial. Only revocation appeals and subsequent hearing decisions need to be reported to the contact person identified above.
Certification workers shall use the Enforcements Module in WISCCRS to document an appeal request and subsequent hearing date/decision.
