2.2 - Receiving Written Complaints

Some complaints are submitted to the agency in written form, via a letter or an electronic message. If the complainant provided his / her name, address or phone number, the certification worker should contact the complainant and request additional information concerning the complaint. As with telephone complaints, once contact has been made with the complainant, the complainant should be informed the agency’s role is limited to determining whether violations of applicable certification rules have occurred; that referral to other agencies may be made; and that written or verbal feedback concerning the outcome of the complaint investigation can be provided.

If the complainant has included their name in the written or electronic communication, they are no longer anonymous, and this information is subject to disclosure under the Public Records Law (Chapter 19 Wis. Stats.).

The agency must investigate anonymous written complaints if there is sufficient information to suggest potential violations of certification administrative rules.
