Complaint/incident investigation documents are public records, except that references identifying children are confidential and must be expunged from the investigation record prior to allowing access by any non-regulatory persons or agencies not involved in the investigation. Photographs of children must be redacted to protect confidentiality. The identity of children served by the certified facility / operator is confidential information for anyone other than the operator, the certification agency, the parent or guardian or another authorized public or private agency.
