The following are monitoring issues and are not handled as a complaint:
A certified operator self-reporting a noncompliance. This does not meet the definition of a complaint, as this is not an allegation of a violation, but rather an admission of a violation. Although self-reported noncompliance(s) may result in issuance of a Noncompliance Statement it should not be recorded / investigated as a “complaint”. If someone other than the certified operator (a parent, for example) also makes a complaint about the self-reported issue, the complaint is investigated.
A report by the certified operator of an accident / serious incident. Although the Complaint/Incident Module in WISCCRS is used to record the injury / incident - the incident type is coded as a “self-report” rather than a “complaint”. However, if someone else also makes a complaint about what the certified operator has reported, the complaint is also documented in the Complaint Module and coded as a “complaint”. WISCCRS functionality allows the worker to attach self-reported incidents and complaints together by using the “related complaints / incidents” link.
A report in the media about an incident with potential noncompliance implications unless also directly reported as a complaint. If the certification worker is made aware of an injury to a child that required medical treatment, however, but the injury was not self-reported by the operator, as required, nor was it reported by a complainant, the certification worker should require the operator to submit a self-report. Subsequent to the submission of the self-report, the injury shall be recorded using the complaint / incident module and coded as a “self-report”.
