Child Care Certification Policy Manual
In the past, prior to 2012, certification workers did not always collect or maintain training documentation in the operator’s file. Instead, they may have reviewed a certificate of completion / transcripts during a home visit, but were not required to retain a copy of the certificate / transcripts in the operator’s file. If a new certification worker who has taken over the duties of a former certification worker discovers lack of documentation for an older operator’s Regular (Level 1) certification status, the agency may choose to accept the operator’s existing certification status and / or may require resubmission of documentation by the operator at the time of recertification.
With the launch of WISCCRS and the BRO Certification Review, certification workers were expected to retain provider records and strongly urged to upload training verification documents in WISCCRS to ensure records retention and program integrity. Starting 4/1/18, pre-service training documentation shall be uploaded in WISCCRS in the Individuals Module for certified family and in-home operators.
WISCCRS will not allow a certification worker to grant regular certification unless pre-service training information is entered in the Individuals Module using the “training” link. Certification workers are advised to obtain and upload pre-service training documentation, even if the applicant was previously licensed, to ensure the certification agency has the necessary records on file.
