3.7 AHT/SBS Requirements for Substitutes and Other Providers

DCF 202.08 (1m) (f) Approval required before working in program. A provider, substitute, employee, or volunteer for a certified child care operator shall be approved by the certification agency before the person begins working in the certified child care program. The certification agency may approve the provider, substitute, employee, or volunteer if the agency has verification that the individual has met the standards under sub. (1) (a) and (b) and has been determined eligible by the department under Wisconsin Statutes 48.686(4p), and DCF 13.06.

AHT/SBS training is required for any individual before they provide care and supervision of children under age five (5).

Emergency back-up providers are included in this training requirement. Certification workers may determine how they will monitor for compliance with AHT/SBS training of emergency back-up providers. The certification worker may, for example, require the emergency backup provider complete the online AHT Prevention Training for Child Care Providers before children can be left in their care, or certification workers can provide technical assistance to certified operators about this rule and the potential for a situation that could give rise to a citation or other sanction if the rule is violated with respect to emergency backup providers.

An emergency backup provider’s AHT/SBS training should not be entered into the Individuals / Training module in WISCCRS. If the certifier chooses, documentation of training for emergency back-up providers may be recorded in the operator’s file or in a “comments” field in WISCCRS. It is also allowable for the certified operator to maintain and make available to the certification worker training records for the emergency backup provider.

Note: See definition of emergency under DCF 202.0 2 (5g) or in Definitions section of this module.

Additionally, if children under age 5 are in care, during transportation, and there is no other qualified provider in the vehicle, the driver must complete training in abusive head trauma.

DCF 202.08(1)(b)2.b. Prior to beginning to work with children in care each provider, including volunteers, substitutes, and emergency backup providers, or any other person who provides care and supervision for children under 5 years of age, shall complete department-approved training on shaken baby syndrome, abusive head trauma, and appropriate ways to manage crying, fussing, or distraught children.
