Child Care Certification Policy Manual
In October 2020, the Child Abuse and Neglect Prevention Board and DCF developed an online AHT Prevention Training for Child Care Providers.
The free online training moved from the DCF website to the WI Registry 9/1/24. Providers can search the free WI Registry Training page for event #952706 (English) or #952748 (Spanish) for the free DCF AHT Prevention training. The free online AHT training hosted by the WI Registry will not result in a certificate of completion. However, providers may access and submit their WI Registry Learning Record as documentation of completed training. Providers and certifiers may refer to the WI Registry AHT Training web page for an AHT Verification Guide and an E-Learning Guide. Additionally, in the near future, AHT Prevention Training offered at Child Care Resource and Referral agencies may not result in a certificate of completion. The CCRRs will send verification of completed training to the WI Registry and the provider may access their learning record as described in the Verification Guide.
Verification of WI Registry AHT Training can be found in the following places:
Registry Certificate of Achievement, under the ‘With’ section
Current WI Registry members can view/download their Learning Record. AHT training is verified under ‘Degrees, Certificates and Credentials.’
Staff with access to a Program Profile can view the Licensing Learning Record within the Staff List report for employees with a current Registry membership.
If Registry membership is not current, view verified AHT training under the Licensing section of the Education tab in the personal profile
If Registry membership is not current, view verified AHT training on the Training tab in the personal profile

Effective 4/1/18 new applicants for certification must complete department-approved pre-service training (Introduction to the Child Care Profession, Fundaments of Family Child Care and CPR training) within 3 months of provisional certification. The Introduction to the Child Care Profession includes SBS training if taken after 7/1/05 and must include AHT Prevention training by 9/1/20.
The certification worker verified the individual completed the pre-training before granting certification approval for children under age five (5) or before approving a substitute / employee.

New York Loves Safe Babies
The 30-minute video is in English and Spanish and also includes information
on SIDS. It can be ordered from New York State or watched as a webcast (fast internet
connection needed).
The approved online pre-training SBS Course is offered by Work and Family Consulting and may have been used as a pre-training option.

If applicants for certification or other providers (substitutes, employees, etc.) completed the AHT/SBS pre-training requirement independently, certifiers may have required the Continuing Education Record – Independent Reading / Video Viewing form be completed by the operator / provider to document the individual’s review of the AHT/SBS materials.
If the certification worker entered the AHT/SBS pre-training date into WISCCRS, the certification worker had to manually track the 6-month deadline with which the operator (or other individual) must complete the in-person training. Note: Effective 4/1/18 completion of pre-service training is required within 3 months of granting provisional certification and the Introduction to the Child Care Profession course includes SBS training if taken after July 1, 2005 and must include the new AHT training by 9/1/20. If the operator failed to complete the in-person training within the required time frame, the certification worker must modify the Ages Served in WISCCRS to not include children under age five (5) years. If the training was required for another individual, such as a substitute or employee, and the individual failed to complete the training, the certification worker may no longer approve this individual to work in the certified program (if the program is approved to care for children under age 5).
