2.4 SIDS Training for Substitutes and Other Providers

DCF 202.08(1m)(f) Approval required before working in program. A provider, substitute, employee, or volunteer for a certified child care operator shall be approved by the certification agency before the person begins working in the certified child care program. The certification agency may approve the provider, substitute, employee, or volunteer if the agency has verification that the individual has met the standards under sub. (1) (a) and (b) and has been determined eligible by the department under Wisconsin Statutes 48.686(4p), and DCF 13.06.

SIDS training is required for any individual before they provide care and supervision of children under age one (1).

Emergency back-up providers are included in the SIDS training requirement. An operator may meet the requirement by reviewing SIDS reduction information verbally or providing the emergency back-up provider with SIDS information materials. Certification workers may determine how they will monitor for SIDS training of emergency back-up providers. The certification worker may, for example, confirm / note on the Standards and Checklist that the operator has provided SIDS information to his/her emergency back-up provider when the operator names / identifies the emergency back-up provider. Or, the certification worker may choose to monitor for compliance after the emergency back-up provider has been left with children.

Certification workers can provide technical assistance to certified operators about this rule and the potential for a situation that could give rise to a citation or other sanction if the rule is violated with respect to emergency back-up providers.

An emergency back-up provider’s SIDS training should not be entered into the Individuals / Training module in WISCCRS. Documentation of training for emergency back-up providers may be in the operator’s file or in a “comments” field in WISCCRS.

Note: See definition of emergency under DCF 202.02(5g) or in Definitions section of this module.
