Child Care Certification Policy Manual

Required for the applicant and other individuals subject to the Background Check Law (age 10+) at the time of initial application, when a household member turns age 10, for new prospective household members 10+ and prior to approval of any new individuals (caregivers, household members, employees, etc.).
Review the BCR forms carefully, checking to make sure all individuals (age 10+) listed on the application form have submitted a BCR. Also review each form for specific information the individual may or may not have disclosed.
If the application is for in-home child care (care provided in the child’s home) the BCR is required for the applicant / operator only. Household members are not subject to the Background Check Law for in-home care.
BIDS received after 8/20/15 and BCRs received after 10/1/18 must be uploaded in WISCCRS under “Documents” in the Individuals Module.
* There is automation currently in place that alerts the provider in the child care provider portal, or the certifier in the WISCCRS Dashboard, if an individual in WISCCRS (including minors and individuals 18+) does not have a BCR entered. Certifiers will need to manually monitor when a 9-year old in WISCCRS has turned age 10. If a certified provider renews their certification, be sure to review the renewal application materials closely, or monitor during annual site visits, to identify children that may soon be turning 10 or have turned 10 but are not yet entered in WISCCRS. Similarly, be sure to monitor any adults age 18+ entered into WISCCRS (or the portal) who do not yet have a BCR entered.
