This is a monthly report on number of children and families served by the Wisconsin Shares program, as well as the expenditure amounts.

Due to COVID-19, there were a few system and policy changes to help Wisconsin’s children, families, and child care providers during this time. The following occurred:

  • As of April 6, 2020, any remaining subsidy funds on an EBT card for March 2020 were automatically transferred to the corresponding child care provider’s bank account. For April, May, and June 2020 benefits, parents were directed to make payments to their child care provider. Any funds remaining on EBT cards from April, May, or June were automatically transferred to the child care provider’s bank account. These benefit transfers will be counted under both Served and Issuance counts. Starting July 1, 2020, DCF will no longer automatically transfer funds to child care providers.

  • As of March 17, 2020, any family participating in Wisconsin Shares that had an eligibility renewal in the months of March, April, May, or June were automatically extended by three months. Original renewals in the month of June were extended, this does not include extended cases from March.  For these months, the family’s income was not considered for their associated three-month extension. With this decision, an increased amount of families counted in the “$0” income range appears within some of the reports listed below.

Definitions

Served: As of January 1, 2018, the definition of “served” is any family or child that has a transaction (i.e., EBT payment for child care) within a given month. Statewide family and child counts are unduplicated in the event a parent changes residency between Milwaukee and balance of state.

Issuances: The issuance amount includes transaction amounts plus YoungStar adjustments given to child care providers.

Copayment / Parent Share: DCF 201.02(7m) (7m) “ Copayment” means an amount that is calculated by the department's automation system based on s. DCF 201.08 (1) (a) and (2) (bm) that reduces the amount of a parent's subsidy payment. DCF 201.02 Note: See the definition of “parent's share” in s. DCF 201.02 (17e). Parents are required to pay the difference between what the child care provider charges for care and what Wisconsin Shares covers. This is considered the “Parent Share.”
