Guiding Principles Child safety is the top priority of the child welfare system. If child welfare workers are unable to react in times of emergency, due to exposure to COVID-19, more children will be at risk. We need to balance the key guiding principles of assessing and ensuring child safety while keeping our workforce healthy and available to respond to emergency child abuse and neglect situations.
