Discontinued Program -- Partnership for Full Employment (PFE)

The Partnership for Full Employment (PFE) was Wisconsin’s consolidated employment and training system. The PFE was designed to help all job seekers find and retain employment by providing the services they need, with a one-stop approach. It also included services for employers to help connect them to the workers they need.

The Partnership for Full Employment is Wisconsin’s comprehensive, integrated service delivery model that served youth, individuals, vocational rehabilitation participants, Wisconsin Works (W-2) participants, veterans, and employers through a local Job Center or Job Center network. It also included services for employers to help connect them to the workers and information they need.

The partnership was designed to build and strengthen partnerships with the community by:

  • Promoting the well being of individuals and families through work.
  • Meeting employer needs for quality workers.
  • Offering quality job opportunities for job seekers.
  • Integrating services for employers and job seekers.
  • Helping those who need a job obtain a job.
  • Providing local leadership and direction.

The services provided by the PFE were open to any and all job seekers. This process was highlighted by the following characteristics:

  • Single point of access for all job seekers to needed services.
  • A continuum of service paths from self-service to case-managed services.
  • Assessments based on functional needs and services provided based on those needs.
  • Job seekers eligible for specialized services have one case manager skilled at assessing a participant’s ability to immediately access work or require some remediation.
