Performance Standards Questions and Answers Prepared February 12, 2004

1.  Will there be the ability to edit WPEL. The example was a case that reports employment but is not verified so the worker puts unknown in the employer field. When the information is received the AG is already closed so the employment information can’t be changed. Allowing that ability to edit will result in better data.

Answer: No, once a case is closed there is no CARES updating available.

2. For Literacy Gain, what happens if a CMC says they wold like to attend some classes so it is entered in CARES. However, they don’t show up/never attend. Will it count against an agency?

Answer: Yes – CMC are counted in this standard if they are put into a qualifying activity.

3. If a W2 case closes and there is no attainment, then they come back next year and apply for W2, will that count twice in the denominator? 

Answer: Each pin is only counted once in the denominator per contract agency in a contract period. 

4. How will attainment credit work for transfer cases? E.g. they begin BE in Washington County then move to Racine.

Answer: The agency the participant is in at the time of the attainment will be the agency that receives credit.

5. In the PS45 Document, AL (Physician Assessment) isn’t listed as an appropriate formal assessment code.

Answer: This should be found in the selection criteria #2 for Assessment on the information map.

6. For extensions, can AIWE be entered prior to the 20th month?

Answer: Yes, they can be entered as early as the 18th month and no later then the 20th month for the 24-month extensions.

7. Are subsequent extensions after 24/60 counted in the P.S.?

Answer:  No, only the initial 24 month and 60 month extensions are counted in the Timely entry of Extensions performance standard. 

8. Since AIWE must be completed even if a case moved to unsubsidized employment during that 20th month will there be a code to reflect that?

Answer: Local Labor market would apply and additionally the participant could decline. There is some discussions taking place currently to expand that list but, it will involve statute changes.

9. Page 32 in the PS45 document shows extensions as Point in Time?

Answer: This should be contract to date – please see the information map.

10. If a worker deleted alert 270 (20th month), will it come back if no action is taken? Is it possible to have those alerts go to a supervisor as well as the worker?

Answer: Once the alert is deleted it will not be regenerated. The Department is making the changes to allow both the supervisor and the FEP to receive all 270 alerts.

11. How will self-employment be reflected since there is no UI data?

Answer: Self-employment will not be counted in the performance standards utilizing the UI database for data information.

12. On the P.S. Information map (091603) it shows on page 12 that Earnings Gain is information only?

Answer: That is an error – The information map has been corrected.

13. Full and Appropriate Engagement is still a requirement although not a P.S.? If yes, how will the regional office be able to track it?

Answer: The EOS reports C515, C516, and C532 along with the Webi report DWSCDW – PS45 Report #8 are available. 

14. Can you confirm that the denominator for Recorded Employment Placement and Job Retention Rate will not include W2 or FSET individuals who were referred but never enrolled?

Answer: That is correct – they need to be enrolled on WPRI to be counted in the denominator.

15. Much of the 2004 data used for Recorded Employment, Job Retention, and Earnings Gain using UI data will not be available until 2006. Will these standards be considered in determining RFS?

Answer: Actually most of the 2004 data will be available in 2005. However, the first quarter of 2004 data will not be available until Feb. 2005. The UI data alone will not determine initial RFS. However, it could be used further into the contract if there are other performance standard issues.

16. I understand that the 30 and 180 day follow through information will be gathered from the UI database. However, we are being told that workers will still need to gather this info and enter it in CARES. What is the purpose of this duplication? What will the CARES data be used for?

Answer: The UI database will not be collecting 30/180 day information. It will only look to see if the person showed any earnings in the 2nd quarter after the quarter of disenrollment. The 30/180 day follow-through information is still required to be collected for other reporting requests and this was made policy in Operations Memo 98-53.

17. There is no full and appropriate engagement standard, correct?

Answer: Correct, Full and appropriate engagement will be monitored through the Regional Offices.

18. Will there be training for Supervisors on Advanced Webi functions?

Answer: This is currently being discussed and information will follow at a later date.

19. For Literacy/Numeracy gains, will case comments be the only place to document what will be considered a gain when assigning activities? 

Answer: WPED and also WPTS should be utilized in conjunction with case comments.

20. For the Timely Extensions, what entry will be used for the P.S. if there are multiple entries on AIWE?

Answer: The entry that occurs in the allowable time frame will be the entry that will count in meeting the standard.

21. What happens if a case is assigned to W-2 T and then is transferred to another region. How will that effect the formal assessment P.S. if the transferring agency did not assign a formal assessment?

Answer: Any placement that is less than 30 days and the required assessment was not initiated or completed, will not count in the denominator.

22. Will FSET individuals in referred and scheduled status be considered for the Recorded Employment Placement rate?

Answer: Only those that show an enrollment on WPTN.

23. What was the reasoning behind increasing the Customer Satisfaction BCC rate from 6.5 to a range of 7 – 7.4?

Answer: The Department believes in continuous improvement and it was what the agencies were already doing.

24. Would like confirmation that the Customer Satisfaction Survey monthly results will be converted to a CTD ratio for BCC measure by adding all the monthly numerators for each question separately, then adding all the monthly denominators for each question separately to get the CDT ratio for each question when determining Right of First Selection. 

Answer: This is correct.

25. For the DCA measure, if someone gets hired for a job, but the hire is contingent on passing a 2 week company training, can this training be posted as a JS activity and completed successfully if s/he passes the training? It would be 80 hours of classroom training and specific to the job, so it looks like it would, but please confirm.

Answer: This would be a JS attainment.

26. Customer Satisfaction – they become part of the denominator when they have activities posted on WPCH (after the EP is developed) and they have 60 consecutive days of service.

Answer: This is not correct – Participants are part of the potential survey pool if they have been enrolled on WPTN and open for 60 consecutive days. Nothing looks for an EP or activities when selecting individuals.

27. Question #2 on the Customer Satisfaction Survey, is there a qualifying question asking if the customer has an answering machine?

Answer: Yes, we do ask the participant if they have an answering machine.

28. Can there be a more specific definition of monitoring and what is considered appropriate/ acceptable?

Answer: Monitoring will involve a random review of agency cases and appropriate and acceptable will be looking to ensure that policies and procedures are being followed.

29. If FSET assigns “BE? and completes the activity and the participant is in a CMS placement also will the individual be counted in the W2 LNG standard?

Answer: The participant would not be counted because they would be enrolled in the FSET office and not a W-2 office.

30. If we place someone in BE activity and they don’t participate without good cause or giving any reason and our decision is to sanction those 5 hours how will this affect the Literacy and Numeracy standard? 

Answer: It won’t affect the Literacy and Numeracy standard since the individual is not included in the denominator until you complete the component.

31. If we place someone in BE and they refuse or have an “unsuccessful? completion, how will this effect the Literacy and Numeracy standard?

Answer: Only BE activities that close with a successful completion will count in the numerator. Activities that close with a code N (employed) will be removed from the denominator. All other closure codes will count in the denominator and not in the numerator. Just be sure to choose the code that accurately reflects the actual reason for completion.

32. Formal Assessment: We have a W-2 T case and sent a capacity form to the Doctor within the 30 day timeframe. Do we put the person in pending for the formal assessment and then change it to Actual when the report is returned from the Doctor?

Answer: The formal assessment should be put in the scheduled phase for an hour and then when you receive the completed capacity form back from the assessing agency you can put the formal assessment into actual.

33. Same scenario as #34 but lets say the capacity report is good for 3 months and then the individual will be reevaluated by the doctor. When we send the next capacity form to the doctor in 2 ½ months should we reset this up again on WPCS?

Answer: Every time the participant needs another assessment by the provider, you will need to go in and indicate this on WPCS and also on the EP.

34. If a CMC who goes to high school and is coded on WPCH and then the worker closes out the CMC because the client declines any W-2 after the CMC ends, will this hurt an agency in the Degree or Certificate of attainment?

Answer: This case would count in the denominator.
