RMS Sampling Method & Process
(Revised July 2007)
- DWD RMS unit administers the RMS e-polling. County IM/W-2 staff will
receive RMS observation e-mails and respond via the RMS website that is listed
in the RMS e-mail.
- The sample observations will be generated at random by the WINRMS 2000
software system. REMEMBER – a computer selects the samples so we are not picking
on you. :-)
- Each RMS group will receive at least 2500 e-mails (sample observations) per
quarter.
- The average number of e-mails per worker will depend on the number of counties
and employees in the particular RMS group.
- Due to the random nature of the sample observations, a precise number of
e-mails per worker cannot be predicted.
- Individual workers may receive multiple e-mails over a relatively short time
or not receive any over a period of time.

- Observations must be answered within 24 hours of the sample time.
- If you are out of the office on leave or at training, you can still respond
after the 24-hour period by calling (800) 845-7603 or emailing your response to
becky.craig@dwd.state.wi.us.
- If you take a vacation day, you can still respond the following day through
the website until the 24-hour period has expired. If the 24-hour period is
expired, you can still call or e-mail the day you return to the office.
- Non-response reports are monitored on a monthly basis. Counties are contacted
when the non-responses are excessive.
- If you are out of the office on leave or at training, you can still respond
after the 24-hour period by calling (800) 845-7603 or emailing your response to
