Rationale for Reasonable Suspicion of Program Violation:
The Department of Children and Families suspended this child care provider from the Wisconsin Shares program due to a combination of red flags signifying Shares violations. These were identified through data and in person visits.
As of mid September, 2009, the provider had 48 Shares authorizations for two facilities licensed to serve a total of 16 children. Of those 48 authorizations, 42 authorizations (88%) were for children of employees of Zelda's Love & Happiness Child Care.
During an in-person visit on September 24, Department of Children and Families staff was unable to gain access, because no children or adults were present.
Provider has a licensing history of violations indicating a pattern in which neither children nor adults were present. On April 30, 2009, a Department of Children and Families Auditor attempted to access Zelda's Love & Happiness Child Care. On May 19 and 20, 2009, licensors attempted to inspect Zelda's Love & Happiness Child Care. On May 28, 2009, licensors attempted to inspect Zelda's Love & Happiness Child Care II. On all visits, no one was able to gain access because no one responded to the doorbell and/or knock on the door.
