Rationale for Reasonable Suspicion of Program Violation:
The Department of Children and Family suspended this child care provider from the Wisconsin Shares program for a combination of issues.
It was found in a June 2009 Legislative Audit Bureau Report that Sandra Norwood did not respond to the information request for October 2008 attendance records despite communication requiring that providers receiving Shares payments comply.
When attendance records were acquired, there were several weeks of missing records, authorized children were not listed in some of the records, attendance was over reported and significant overpayment and certification violations were identified by the Milwaukee County Department of Health and Human Services staff.
Provider had an overpayment of $33,655.15 established with Milwaukee County. On two previous occasions, the provider was advised that she was in violation of the Child Care Certification enrollment policy, and the provider was cited for inaccurate attendance records on September 24, 2009.
