Rationale for Reasonable Suspicion of Program Violation:
The Department of Children and Families suspended this child care provider from the Wisconsin Shares program due to red flags that signified Shares violations and the results of a comparison between collected attendance records and hours billed. The red flags were identified through data and in person visits.
In September, 2009, 75% of Shares authorizations of the provider were children of employees.
During a visit on September 24, 2009, Department of Children and Family licensors identified zero children, which mirrored attendance records for previous weeks. On October 1, a DCF investigator returned to the facility, where four children were present. Investigator identified that the provider was maintaining two separate attendance records - one for employee children and a separate attendance tracker for the other four authorized children.
Attendance records collected on September 24 indicate that completed attendance records appear to be photocopied with dates entered later.
