Rationale for Reasonable Suspicion of Program Violation:
The Department of Children and Families suspended this child care provider from the Wisconsin Shares program due to a combination of red flags signifying Shares violations. These were identified through data and in person visits.
As of mid September, 2009, the provider had 60 Shares authorizations. 30 of these authorizations, or 50%, were for children of Appetite for Learning employees.
During an in-person visit on September 23, Department of Children and Families staff observed that were five or six children in the facility. Although the rooms contained activity-type items, it did not appear as if there were sufficient activities for the amount of children they were authorized for and the rooms themselves did not seem to reflect that the appropriate amount of child care was taking place. Several rooms had "child -related" painting on the wall, but the overall cleanliness was poor. There was a "gym" towards the back, which had standing water. One of the hallways had no lighting. There were classroom attendance slips on the wall but most of them ended in July, with no updated slips.
The Director was able to produce attendance records from May, June, July, and August, but no records from September.
